The development of this instrument makes available to Latin America and the Caribbean a single platform that geo-referenced the main Research Infrastructures (RI) that carry out scientific research and/or technological development activities, as well as the areas of knowledge and research topics addressed by them.
For its implementation, a survey of the main RI was initially carried out. In 2019, a software was developed to use the information obtained in an interactive public access platform, which can be continuously updated and improved, based on the information provided by the institutions.
A platform improvement process is underway in 2023, led by the Ministry of Education and Culture of Uruguay.
It is expected that this tool will be useful for researchers in the public and private sectors, as well as civil society organizations, who will be able to identify who can respond to their concerns.
At the sixth meeting of Senior Officials on Science and Technology (SOM), of the joint European Union (EU) and the Community of Latin American and Caribbean States (CELAC) initiative on Research and Innovation (JIRI), held on March 14, 2017, the need to guarantee a strategic regional association in research and innovation was confirmed through the development of the EU-CELAC Common Research Area.
At that meeting, it was agreed that research infrastructures would be one of the three strategic pillars of this Common Research Area (CRA), for which a specific Working Group was created.
The working group is chaired by the Directorate for Research and Innovation of the European Union (EC-RTD) and Dr. Fernando Amestoy, from Uruguay, nominated by the CELAC Presidency to represent the member countries and approved by the consensus of all the representatives.
The general objective of this working group is to align and harmonize the coordination of (bi)regional policies and share good practices in the development of policies and in the mapping of research infrastructures, in order to achieve the best use of those available intra and extra regionally.
In turn, Specific objectives are: a) guarantee bi-regional coordination of policies, b) exchange good practices in the preparation of these and the mapping of research infrastructures and, c) agree priority areas of work that promote research and innovation between both regions.

Survey of national background information systems used for the preparation of inventories and catalogs of scientific-technological equipment, developed software, regulations, procedures, etc.
Evaluation of alliances between technological centers, development of clusters or other types of associativity to seek synergies between research infrastructures in order to promote the improvement of the competitiveness of CELAC countries according to their socio-productive specificities.
Elaboration of proposals for the development of processes that promote synergies between research groups through mechanisms of Open Science and Open Innovation.
Generate space for the exchange of best practices, lessons learned and access mechanisms to research, management and innovation infrastructures. Through study visits to the CELAC and EU Infrastructures, holding seminars and workshops from which experiences and knowledge are shared.
Exchanges have been carried out so that researchers from the European Union can visit Infrastructures of CELAC countries, as well as CELAC researchers have visited large Infrastructures of the European Union.
